
George McGinn
President & Chief Executive Officer
Mr. McGinn, a seasoned healthcare professional, joined Oncure as President and CEO in November, 2011.
Mr. McGinn has served in advisory roles or as a senior executive with companies such as Surgis, Physicians Surgical Care and AmSurg (surgery center operators), and Physician Reliance Network (PRN), a comprehensive cancer treatment network. Mr. McGinn served as an executive vice president with PRN and played a critical role in building that organization. While at PRN, the company increased revenues 300% to $400 million, tripled the number of affiliated physicians, and increased the number of comprehensive cancer treatment centers from nine to 32. In 1999, PRN combined with American Oncology Resources to become U.S. Oncology.
Mr. McGinn served as an officer in the United States Marine Corps and received his Bachelors of Arts and Juris Doctorate degree in law from Vanderbilt University in Nashville, Tennessee. He practiced law for 12 years with an emphasis in transactional work in the healthcare services industry.

Timothy Peach
Treasurer & Chief Financial Officer
Mr. Peach joined Oncure in March 2009 as Vice President Finance and Controller and became the Chief Financial Officer in March 2010. He has over 25 years of senior financial management and accounting experience with over 10 years in the healthcare industry.
Prior to joining Oncure, he served as a senior manager with PriceWaterhouse Coopers, as a finance executive with an international medical device manufacturer, as a consultant and corporate officer on successful initial public offerings and has held the positions of Vice President Finance, Chief Accounting Officer and Chief Financial Officer for venture-backed and publicly traded companies.
Mr. Peach earned a Bachelor of Science and a Masters of Business Administration from the University of Pittsburgh and is a member of the American Institute of Certified Public Accountants.

Russell D. Phillips
Executive Vice President, General Counsel & Chief Compliance Officer

Mr. Phillips has over 20 years of legal experience with public and private companies, SEC reporting, merger and acquisition transactions, debt and equity financing transactions, as well as extensive corporate governance knowledge. Mr. Phillips has over 15 years of experience in the healthcare industry.
Prior to joining Oncure, Mr. Phillips served for eight years as the Executive Vice President, General Counsel and Secretary of Alliance Imaging, Inc., a publicly traded provider of diagnostic imaging services. During 1997, Mr. Phillips served as the Chief Legal Officer and Secretary of Talbert Medical Management Corporation, a publicly traded physician practice management company, from Talbert's inception until its acquisition by MedPartners, Inc. From 1992 to February 1997, Mr. Phillips was Corporate Counsel for FHP International Corporation, a $4 billion publicly traded HMO at the time of its acquisition by PacifiCare Health Systems. Mr. Phillips also served as a corporate associate with the law firm of Skadden, Arps, Slate, Meagher & Flom from 1987 through 1991.
Mr. Phillips received his Juris Doctorate degree in 1986 from Washington University School of Law, St. Louis, Missouri after which he served as a judicial clerk for the Supreme Court of Delaware until 1987. Mr. Phillips is an active member of the State Bar of California.

William Pegler
Senior Vice President of Operations & Chief Operating Officer
Mr. Pegler has over 25 years of senior healthcare management experience in various sectors including: radiation and medical oncology, hospital administration, rehabilitation, diagnostic, and nursing home administration. He has served both as a hospital CEO in multiple locations and as the Western Divisional President for 11 acute rehabilitation hospitals. In 1999 his occupational efforts became dedicated exclusively to that of oncology management and physician partnerships. Mr. Pegler's career experience includes working for large organizations such as National Medical Enterprise, Continental Medical Systems, and US Oncology.
Mr. Pegler holds a Masters Degree in Health Administration from Trinity University , a Bachelor of Science in Physical Therapy from the University of Texas , Galveston, and a Bachelor of Arts Degree in Biology from the University of Texas , Austin.

George A. Welton
Senior Vice President & Chief Information Officer

Mr. Welton joined Oncure Medical Corp as the Senior Vice President and Chief Information Officer. George has over 20 years of experience in healthcare operations, IT and consulting for startup, public, nonprofit and faith-based organizations. Prior to joining Oncure, Mr. Welton held the following executive positions: Senior VP/CIO at The Breakaway Group; CIO Partner with Tatum, LLC; CIO for Exempla Healthcare; VP of IT for Centura Health; and Regional CIO and Chief Operating Officer at VHA Great Lakes & Chicago Healthcare Systems. He assisted in the creation of a demonstration site for a pilot health information system; led the administrative portion of a merger between two university-affiliated hospitals; designed and implemented the IT and medical record initiatives in the construction of a Greenfield digital hospital; and directed more than 100 IT-related projects, including development of a clinical portal with over 8,000 subscribers and multiple PACS, RIS, and VoIP installations across the country.
Mr. Welton has contributed to articles in Cisco System’s Packet magazine, Advance for Health Information Executives, Health Management Technology, and The Denver Business Journal. He was a featured speaker on a joint Cisco Systems and BroadVision Gartner Webcast about portal technology and has spoken as a featured or keynote speaker at the Denver Health Sciences Center, Clinical Science Program; the University of Colorado at Denver’s School of Business MBA program; Cisco Systems IPT Healthcare Seminar, and on numerous CIO panels with the Colorado Chapter of HIMSS. He was a founding member of CONNECTed Information Technology Executives and the Clinical Science Program Industry Liaison Advisory Committee with the University of Colorado Health Sciences Center.
Mr. Welton holds dual master’s degrees in healthcare administration and public policy analysis from Tulane University (LA), and a BA from Susquehanna University (PA). He completed the Executive Series for CIOs from the College of Healthcare Information Management Executives and is a Fellow with the Health Information and Management Systems Society.
